WooCommerce leaves shipping almost entirely to plugins. Out of the box a European store gets zones and a few basic methods; the carrier, the parcel-locker picker, the label and the tracking email each come from a plugin, often a different one. This list is judged on what decides that stack in Europe: where you ship from, whose contract the label is printed on, which carriers your customers pick, whether the locker picker works in the block checkout, and cash on delivery.
What WooCommerce does on its own
Shipping in WooCommerce starts with zones. WooCommerce defines one as “a geographical area to which you ship items”: zones are checked top to bottom, “Each customer matches only one shipping zone”, the first that fits, and anyone who matches none falls into “Rest of the world”. S1 Inside each zone you add methods, and three are built in: Flat Rate, Free Shipping and Local Pickup. S1
For a European store, that is the whole of it. WooCommerce's own label plugin, WooCommerce Shipping, prints “USPS, UPS, and DHL shipping labels”, but only for stores shipping from the United States and its territories, in US dollars. S2 Local Pickup in the Checkout block lets you offer “one or more pickup locations” - your own shop or warehouse, with a name and address you enter - and needs the Checkout block. S4 Prices that move with weight or basket value need a rate plugin such as Flexible Shipping, which calculates shipping “based on weight and/or cart total” and shows 100,000+ active installations. S5
So a European store builds the rest from plugins, in four layers:
- Rates. What the customer pays for each method: a flat price per zone, a table by weight or basket, or a carrier's live quote.
- Carrier methods and the picker. The carrier's delivery options at checkout, including the map or search box where the customer chooses a parcel locker.
- Labels. Booking the shipment with the carrier and printing the label, on your contract or on a platform's.
- Tracking and returns. Getting the tracking number onto the order and into the customer's email, and issuing return labels.
A carrier plugin covers the second and third layers for one carrier. A multi-carrier platform covers them for several, often with the fourth. Rates can come from either, or from a separate plugin.
How we judged them
- Where you ship from. Several platforms support a fixed list of origin countries, and some carrier plugins serve only the carrier's companies in certain countries. This ends more shortlists than price does.
- Whose contract the label is on. Every carrier plugin here needs your own account with that carrier. Platforms sell you their rates, print on your contract, or both. The trade-off is in Aggregator rates or your own carrier contract.
- Carriers in your markets. The networks your customers choose: Omniva, LP Express and Unisend, DPD, Venipak, Smartposti and Latvijas Pasts in the Baltics; InPost, Poczta Polska and ORLEN Paczka in Poland.
- Lockers in the block checkout. For stores started after WooCommerce 8.3, released in November 2023, “the Cart and Checkout blocks are the default experience”. S3 A picker written for the classic checkout needs separate work for the block one, so we looked for a statement on the listing or block work in the changelog.
- Cash on delivery. Market-data firm ECDB counts 64.9% of Lithuanian and 60.7% of Polish online stores offering it, against under 10% in Scandinavian and Western-to-Northern European markets - stores, not orders, with no further method given. S6
- Pricing model. Carrier postage only, a subscription, a per-label or per-order fee, or a margin inside the postage.
- Track record. WordPress.org active installations and rating, dated. Installations are shown as a band (“2,000+”), and a rating built on six or twelve ratings moves a lot with each new one.
Left off: Packeta, whose official plugin is built around its pickup points in Czechia, Slovakia, Hungary and Romania S41; Boxtal, whose carrier list leads with Colissimo, Mondial Relay and Chronopost S42; Base, a marketplace and order-management platform whose WooCommerce plugin syncs orders and products S43; Apaczka, a Polish broker on the same no-contract model as Furgonetka, with fewer installations S44; and Estonian Shipping Methods, a community plugin for DPD, Omniva and SmartPOST terminals rather than a carrier's own. S45 ShippyPro and Outvio, both in our Shopify list, have no plugin in the WordPress.org directory under those names. S46,S47 Unofficial plugins for a single carrier are left off throughout.

The shortlist at a glance
Two tables: the seven carrier plugins, then the seven platforms and bundles. The block-checkout column records whether the listing states support (“Stated”), whether the changelog records block work (“Changelog”), or neither (“Not stated”). We did not install or test any plugin.

Software fee: our arithmetic on list prices of 5 November 2026 for 1,000 parcels a month, before postage and before VAT where the page shows it separately - not a total cost, since resold rates carry their margin in the label price and Montonio's and MakeCommerce's payment fees are separate. Sendcloud's euro prices are its annual-billing rates S27; Montonio's is the monthly plan price, and own contracts on its Core plan add €5 per carrier a month. S37 Active installations and ratings (count in brackets) from each WordPress.org listing the same day S21,S23,S25,S29,S31,S36,S39. Carrier plugins
A carrier plugin comes from the carrier, connects to your account with it and does one carrier: its delivery methods, its locker map, its labels. You pay the carrier under your contract. The catch is arithmetic: three carriers means three plugins, three settings pages and three pickers at checkout, each updated on its own schedule.
InPost PL
Published on WordPress.org under ilabs' account, and described in InPost's own documentation as its own plugin, “autorskiej wtyczki InPost WooCommerce”. S7,S8 It adds InPost Paczkomat® 24/7, Kurier InPost, Paczka w Weekend and Szybkie Zwroty, a map of Paczkomat® lockers and PaczkoPunkt points at checkout, label printing, courier pickup orders and returns. S7 Setup needs a ShipX API token, an organisation ID and a Geowidget token from InPost's manager.paczkomaty.pl. S8
Lockers, COD, block checkout. Integration with the block checkout page arrived in version 1.2.7; cash on delivery covers the courier method and, since 1.6.2 of 2 December 2024, weekend parcels. S8 International delivery is a separate plugin, InPost International, “the official free InPost app for international delivery services”, with 200+ installations. S9
- Choose it if you sell in Poland on an InPost account and InPost lockers are what your customers pick.
- Skip it if you have no InPost Poland account - the plugin needs ShipX credentials from InPost's Polish manager S8 - or want InPost in the same picker as other carriers.
DPD Baltic Shipping
From DPD Baltics, and the plugin DPD Lietuva's own page links to for WooCommerce. S10,S11 “This extension is available only for DPD Baltics (Lithuania, Latvia, Estonia)”, and it needs an active contract with DPD Lietuva, DPD Latvija or DPD Eesti plus API credentials. S10 It adds delivery to DPD pickup lockers and parcelshops “in Baltics and in all Europe”, with a map at checkout, home delivery across Europe, Saturday and same-day delivery in some Baltic cities, return labels and courier pickup orders. S10
Lockers, COD, block checkout. Cash on delivery collects “by cash or card” in the Baltics, up to €1,000 in Lithuania, €1,200 in Latvia and €1,278 in Estonia; above the limit, COD is not shown at checkout. S10 Version 1.2.83 “Improved checkout block functionality” and 1.2.88 fixed pickup points reloading in the block checkout. S10
- Choose it if you ship from Lithuania, Latvia or Estonia on a DPD contract and want DPD's lockers and cash on delivery in checkout.
- Skip it if your DPD contract is outside the Baltics - the plugin is for DPD's three Baltic companies only S10 - or you want DPD in the same picker as other carriers.
Shipping with Venipak for WooCommerce
Published under the name Akadrama, with a support address at venipak.com. S12 It covers delivery to the customer's address and to Venipak pickup points and lockers, with a map at checkout, and needs an active Venipak contract and API credentials. Since version 1.27.0 it adds a customs document for shipments outside Lithuania, Latvia, Estonia, Poland and Finland. S12
Lockers, COD, block checkout. Cash on delivery is offered “for collection of money by cash or card”. S12 Blocks support arrived in 1.23.0; in 1.26.5 the plugin declared compatibility with the Cart and Checkout blocks, noting that WooCommerce had listed it as incompatible, “which was never true”. S12
- Choose it if Venipak is your main carrier and you want its pickup points and COD in checkout.
- Skip it if you have no Venipak contract, which the plugin requires S12, or want Venipak in the same picker as other carriers.
Pasts Courier & Locker (Latvijas Pasts)
Latvijas Pasts' plugin “adds official Pasts Expresspasts options to WooCommerce checkout”: parcel lockers, post offices and courier delivery, to Latvia, Lithuania, Estonia “and worldwide”. S13 Prices can follow rules by country, weight, amount and box size, labels and manifests print from the order, and it books courier pickups. API credentials come from Latvia Post. S13
Lockers, COD, block checkout. It “Supports both classic checkout and WooCommerce Checkout Blocks”. S13 Cash on delivery is not stated on the listing. It is new to the directory, with no ratings yet. S13
- Choose it if you ship with Latvijas Pasts and want lockers, post offices and courier in one method, priced by weight or box size.
- Skip it if you need cash on delivery confirmed before launch, or a plugin with a longer public track record.
Omniva
Not in the WordPress.org directory. Omniva's integrations page has a “Download the WooCommerce module” link to a GitHub repository maintained by Mijora. S14,S15 Omniva says customers “can choose from our extensive list of parcel machines or opt for convenient home delivery by courier”, and you need to be an Omniva business client. S14 The module asks for at least PHP 7.2, WordPress 5.1 and WooCommerce 4.0. S15
Lockers, COD, block checkout. The latest release, 1.20.15, “fixed parcel terminal loading on the block-based Checkout page after upgrading to WooCommerce 11.1.0” S16 - so the module runs in the block checkout, though we found no compatibility statement as such. Cash on delivery is not stated on the pages we read.
- Choose it if Omniva is your main Baltic carrier and you are comfortable installing a plugin from a ZIP file rather than the directory.
- Skip it if you want every plugin to come from the WordPress.org directory, or need cash on delivery and cannot confirm it with Omniva first.
Smartposti
Also outside the directory. Smartposti's download page offers a WooCommerce shipping module and a separate cash-on-delivery module, both “developed and administered by UAB Mijora”, and full use needs “an agreement with SmartPosti”. S17 The module adds “Smartposti Pickup Points and Courier shipping methods”, registers shipments, prints labels and manifests, and calls a courier. S18 The latest release, 1.7.7, came out on 13 October 2026. S19
Lockers, COD, block checkout. Pickup points are the core of it S18; cash on delivery is the separate plugin. S17 Block-checkout support is not stated in the repository's description or its latest release notes.
- Choose it if Smartposti is one of your carriers and you can install from GitHub.
- Skip it if your store runs the block checkout and you cannot test the plugin in it before launch.
Unisend
Unisend's installation guide sends Latvian stores to unisend.lv and Estonian stores to unisend.ee for the plugin S20; those download pages refused our automated check, so this entry rests on the guide. “Authorization is only available for Unisend clients with a service contract and enabled API access.” S20 It covers parcel-locker delivery, prices by weight, size or shipping class, bulk labels and manifests, courier calls, and CN22/23 customs declarations for destinations outside the EU. S20
Lockers, COD, block checkout. To offer cash on delivery, “you need to activate and associate it with the shipping methods”; returns “must be coordinated with your Unisend manager”. S20 Block-checkout support is not stated in the guide. The guide names no download for Lithuania, and we could not find an official LP Express WooCommerce plugin for Lithuanian stores on LP Express's or Lietuvos paštas's pages.
- Choose it if you ship from Latvia or Estonia on a Unisend contract.
- Skip it if you ship from Lithuania: the guide's downloads are for Latvia and Estonia only. S20
Multi-carrier platforms
One plugin, several carriers, one picker. Some sell you their own rates, some print only on your contracts, some do both. They earn through a subscription, a per-label or per-order fee, a margin inside the postage, or a mix - and the margin is the part you cannot see.
Packlink PRO
Packlink PRO sells labels at its own rates, “without the hassle of contracts or volume commitments”. S21 Its WooCommerce Marketplace page names ten countries under “Countries”: Austria, Belgium, France, Germany, Ireland, Italy, the Netherlands, Portugal, Spain and the UK. S22 You decide what checkout shows: “direct Packlink prices, percentage of Packlink price, fixed price by weight, or fixed price by shopping cart”. S21 Its pages give two different carrier counts, so we quote neither.
Pricing, as published on 5 November 2026. “Packlink PRO is 100% free to use!” S21 and “you only pay for the shipments you use” S22, so the label price is the whole bill. Using your own carrier contracts is not stated on either WooCommerce page.
Lockers, COD, block checkout. Compatibility with the block checkout arrived in 3.4.0, and 4.4.6 of 23 October 2026 fixed the block checkout rejecting an order with “Please choose a drop-off location.” after a payment-method change, although a location was selected. S21 Cash on delivery is not stated.
- Choose it if you ship occasionally from one of those ten countries and want labels today with nothing to sign.
- Skip it if you ship from a country not on that list, such as the Baltic states, Poland or the Nordics, or want labels on your own contracts.
Furgonetka
A Polish broker: one account gives access to “aż 13 firm kurierskich” - up to 13 courier companies - “bez konieczności podpisywania umowy”, without signing a contract. S23 The list is DPD, DHL, UPS, InPost, FedEx, Poczta Polska (Pocztex), GLS, Orlen Paczka, Meest, Ambro Express, Świat Przesyłek, DeliGoo and Postivo. You can also book under your own agreements and settle with the carrier directly. S23 It adds an interactive pickup-point map to the cart and a returns tool, Furgonetka Zwrot. S23
Pricing, as published on 5 November 2026. The price page describes a prepaid account and a business price list “już od 40 paczek miesięcznie”, from 40 parcels a month S24; it shows no per-label prices and no subscription. Support for the WooCommerce Cart and Checkout Blocks arrived in 1.4.0. S23 Cash on delivery is not stated.
- Choose it if you sell in Poland and want InPost, ORLEN Paczka, Pocztex and DPD from one account, with or without your own agreements.
- Skip it if you ship mainly with Baltic networks - Omniva, Venipak, Smartposti and Unisend are not on its list S23 - or want a published per-label price before signing up.
Sendcloud
Sendcloud's main WooCommerce plugin offers “170+ carriers on Sendcloud rates, or add your own contracts”, with tracking and a branded return portal. S25 Its pricing FAQ says it “fully supports shipping from” Austria, Belgium, France, Germany, Italy, the Netherlands, Spain and the UK, and from Czechia, Denmark, Poland, Portugal and Sweden only with a direct carrier contract and an invoice address in one of those eight countries other than the UK. S27 No Baltic country and no Finland on either list.
Pricing, as published on 5 November 2026. Free, then, on annual billing, Lite €28 a month plus €0.10 per label, Growth €87 plus €0.09, Premium €175 plus €0.08 and Pro €639 plus €0.07. Monthly label limits are 400, 1,000, 10,000 and 30,000, and each label above them costs €0.15 more - so 1,000 labels a month is €218 on Lite and €177 on Growth, before postage. On Free, you can only ship on Sendcloud's rates; the checkout service-point picker is listed from Lite and the branded return portal from Growth. S27
Lockers, COD, block checkout. You enable service points in Sendcloud, then add “Service Point Delivery” to each WooCommerce zone, and customers get a “Select Service Point” button at checkout. S25 Block-checkout support is not stated for this plugin; Sendcloud's separate, newer Dynamic Checkout plugin, with 100+ installations, says it “Works with WooCommerce blocks and checkout plugins”. S26 Cash on delivery needs a direct contract and works only within and between Spain, Italy and France, or from them to Portugal. S28
- Choose it if you ship from a supported Western European country and want rates on day one, with a route to your own contract later.
- Skip it if you ship from the Baltics or Finland, or need cash on delivery outside Spain, Italy and France.
NOPARCELS / MultiParcels
Listed as “NOPARCELS / MultiParcels Shipping For WooCommerce”, with a carrier list built around the Baltics: Omniva, Venipak, LP Express, Unisend, DPD in Lithuania, Latvia, Estonia and Poland, SmartPosti, Latvian post and Lithuanian post, alongside InPost (PL), Nova Post, DHL Express, UPS, FedEx, GLS and others. S29 You use your own carrier contracts, its “pre-negotiated delivery rates”, or a mix per carrier. S30 It adds a pickup-point selector at checkout, can hide address fields for pickup delivery, and quotes real-time prices for FedEx, Lithuania post and LP Express. S29
Pricing, as published on 5 November 2026. Free, “€0 / month (Forever Free)”, for up to 30 shipments; Unlimited, “€0/month + €0.12 + VAT per label” - €120 plus VAT at 1,000 labels, before postage. The page also shows a minimum invoice of €8.26 plus VAT without saying which plan it applies to. S30
Lockers, COD, block checkout. Cash on delivery is listed, “paying in cash or with bank card on order delivery”, and the supported checkouts include the “WooCommerce block-based checkout” as well as the classic one and several checkout plugins. S29
- Choose it if you ship with several Baltic carriers and want their lockers and cash on delivery in one picker, on your contracts, theirs or both.
- Skip it if you want a fee that falls with volume: the published Unlimited plan is a flat €0.12 per label. S30
OrderKrab
Ours. A fulfilment platform for Shopify, WooCommerce and PrestaShop stores - orders, carrier labels, barcode pick and pack, returns and a checkout locker picker. It sells no labels; every label is printed on your own contract. The WooCommerce plugin adds a shipping method whose rates come from OrderKrab, “a parcel locker search field at checkout (native or Shopify-style block)”, a returns-portal block and shortcode, return labels sent as a WooCommerce email, and optionally the tracking code in the “Completed order” email. S31 It suits a store packing its own orders.
Pricing, as published on 8 November 2026. Per order, graduated, with no per-label fee and no margin on postage. Labels: €0.10 per order for the first 500, then €0.09, €0.08, €0.07 and €0.05, with a €10 minimum monthly invoice. Pro adds barcode Pick & Pack, mobile pick lists and analytics at €0.14 down to €0.09, with a €25 minimum. The Free plan gives full Pro access for up to 50 orders a month. At 1,000 orders that is €95 on Labels and €135 on Pro. S32
Carriers, lockers, COD. 23 integrated carriers: 12 deliver to lockers or pickup points, 14 take cash on delivery, and 7 quote live rates at checkout - for the rest you set the price. DHL Express, FedEx and UPS take senders from any country, and GLS from ten EU countries. S33 On WooCommerce the checkout shows either “the standard block with parcel locker search, or Shopify-style options sorted by distance”; the search “still finds the right locker when the customer makes a typo”, you choose which carriers sit at the top, and you can hide lockers that cannot take cash on delivery. S34 Our own documentation does not state Checkout-block compatibility, so the table shows “Not stated”, the standard every other entry is held to.
- Choose it if you use several carriers and want their lockers and cash on delivery in one picker, on your own contracts, in the same system you pack in.
- Skip it if you have no carrier contracts and want discounted rates today - we sell none; you want routing by weight, value or SKU - our shipping rules match only the checkout shipping method and the destination country S35; or you want customers to pick a locker after paying - our thank-you-page picker is Shopify only. S34
Payment and shipping bundles
Two Baltic payment providers also sell shipping inside their WooCommerce plugins, so one plugin handles bank links, cards and parcel lockers. Their payment fees are separate and not compared here.
Montonio
Montonio for WooCommerce bundles payments - bank links, cards, Apple Pay, Google Pay, financing and pay later - with shipping in “Estonia, Latvia, Lithuania, Poland”; labels “are automatically retrieved from providers after order creation”. S36 On Montonio's own contracts you get Omniva, DPD, Unisend, SmartPosti and Latvian Post; on yours, those plus Venipak, InPost and Orlen. S38
Pricing, as published on 5 November 2026. Starter, “€11.99/month”, ships on “Only Montonio contracts” “from €1.99/parcel”. Core is €14.99 a month, with your own contracts at “€5/carrier/month”; Core Flex, €39.99, includes them. S37 The pricing calculator offers only Estonia, Latvia and Lithuania as origins, while the listing and the shipping page include Poland S36,S37,S38 - confirm before planning Polish shipments.
Lockers, COD, block checkout. The pickup-point selector runs in the Checkout block: 10.4.1 brought carrier logos to it and 10.4.5 fixed pickup-point selections being sent twice. S36 Cash on delivery and returns are not stated.
- Choose it if you ship from the Baltics, want payments and shipping from one provider, and want lockers without signing carrier contracts.
- Skip it if cash on delivery matters to you and you cannot confirm it with Montonio first, or your carriers are outside its lists.
MakeCommerce
MakeCommerce takes payments in Estonia, Latvia, Lithuania and Finland, and its Shipping+ service adds “Omniva, DPD, SmartPosti, Venipak and Unisend/LP Express parcel terminals” and courier services from Omniva, SmartPosti, Venipak and DPD, with automatic shipment registration and label printing from the WooCommerce admin. S39 Shipping+ ships from Estonia, Latvia and Lithuania. S40
Pricing, as published on 5 November 2026. Shipping+ has a “0 € monthly fee”, with parcels “From 1.99€ / shipment” at MakeCommerce's prices. Shipping+ Pro, “For merchants who want to use their own carrier contracts”, is “5 € / month” with “100 shipments included, then 0.05 € each” - €50 at 1,000 shipments; “VAT is not included.” S40 Payment transaction fees are charged separately. S39
Lockers, COD, block checkout. The listing states “WooCommerce Blocks checkout support”, and 4.1.1 made a parcel machine required before an order can be placed on the Blocks checkout. S39 Cash on delivery is not stated.
- Choose it if you ship from the Baltics, take or would take payments through MakeCommerce, and want five networks' terminals in one plugin.
- Skip it if you ship from Poland - Shipping+ origins are Estonia, Latvia and Lithuania S40 - or need cash on delivery, which is not stated.
The block checkout problem
Since WooCommerce 8.3 in November 2023, new stores get the Cart and Checkout blocks by default. S3 A locker picker is code that injects itself into the checkout, and the block checkout is a different page to inject into. The changelogs show the work: InPost added block integration in 1.2.7 S8, Packlink PRO in 3.4.0 S21, Furgonetka in 1.4.0 S23, Venipak in 1.23.0 S12, while Latvijas Pasts, NOPARCELS and MakeCommerce state support on their listings. S13,S29,S39
Support is not a one-off. The changelogs of DPD, Omniva, Packlink PRO, MakeCommerce and Montonio all carry block-checkout fixes, described in their entries above. S10,S16,S21,S36,S39 Read those as plugins being maintained, not as faults: each is a case that broke and was found.
Express wallets are the second edge. Sendcloud's Dynamic Checkout plugin fixed orders placed through PayPal, Apple Pay, Google Pay or Stripe Link in the block checkout being saved with empty checkout data S26, and InPost International added a locker choice on the thank-you page for some Google Pay and Apple Pay cases with a missed locker. S9 When a wallet button skips part of the checkout, the locker can be what goes missing - that is our reading of two fixes, not a measured rate.
WooCommerce shows a warning, with a one-click switch back to the classic checkout, when an extension has declared itself incompatible S3 - and the declaration is what counts, not a test. Venipak's 1.26.5 notes that WooCommerce listed it as incompatible, “which was never true”, until it declared otherwise. S12 You can return to the classic checkout by turning the Checkout block back into the “Classic Shortcode”. S3
- Read the listing and changelog. We could not confirm block support for Smartposti, Unisend, Sendcloud's main plugin or OrderKrab from their own pages.
- Test every payment path. Place test orders on a phone with a card, a wallet and cash on delivery, and check the locker reaches the order each time.
- Test again after updates. Several of the fixes above followed a WooCommerce release.
How to choose for your store
- 1
- 2
Count the carriers your customers pick
One or two: the carriers' own plugins on your contracts are the shortest path. Three or more means three plugins, three settings pages and three pickers, which is where one platform starts to earn its fee - our reasoning, not a finding. Why stores offer more than one carrier at all is in Why one shipping carrier is never enough.
- 3
Decide whose contract the label goes on
No contract and a few hundred parcels a month: resold rates get you shipping today. Contracts already, or the volume to negotiate them: pick a tool that prints on them.
- 4
Test the picker in your checkout
If your store runs the Checkout block, confirm the plugin says it supports it, then test on a phone with a card, a wallet and cash on delivery.
- 5
- 6
Price the software and the postage separately
Add monthly, per-label or per-order fees at your real volume, then compare postage on its own. If you also sell on Shopify, the same questions are worked through in our Shopify list.
There is no best WooCommerce shipping plugin for Europe, because a European store rarely ships with one carrier from one country to one market.
